Downtown Road Surface Repairs

The City has awarded the tender (ITT-03-24) for this project to IPAC Paving Limited. The Contractor is scheduled to mobilize in late May 2024. The work is scheduled to be completed by the fall of 2025.

The scope of work generally includes the removal/disposal/supply/set of select frames, covers, and grates, resetting of valve boxes, select curb removal, curb re-installations, milling of existing asphalt, base asphalt repairs, application of emulsified asphalt tack coat, installation of hot mix asphalt, and the application of pavement markings. These upgrades may not address all drainage issues as this is not a full reconstruction and the project cannot correct existing grading or drainage deficiencies.

With the exception of two (2) structure adjustments, all structure adjustments and concrete curb and gutter replacement sections are complete. Although not likely, it should be noted that following milling operations, additional concrete work may be required due to unforeseen circumstances.

Milling and paving operations are scheduled to begin in August and September at the following locations:

  • Brock, Simcoe and King streets between George and Water streets: Daytime between August 26 to August 30, with one to two days required for each operation. A road closure will be in place only while operations are proceeding. The road closure will be removed when workers are not present.
  • Brock Street east of Water Street and Sheridan Street: As the contractor is attempting to expedite work, these locations are to proceed nightly between September 3 and September 6, with one to two days required for each operation. Traffic control is anticipated to restrict operations to one lane with the use of flagging operations.
  • Water Street: Nightly from 8 p.m. to 6 a.m. between September 3 and September 11, with two to four days required for each operation. The elimination of on-street parking will apply during operations. Signage will be posted. Those who do not follow parking restrictions will be ticketed for a parking infraction, towed to Del Crary Park municipal lot, 100 George St. N, and must report to pick up their vehicle prior to 9 a.m. to ensure they are not in receipt of a secondary parking infraction penalty notice.
  • George Street North: Nightly from 8 p.m. to 6 a.m. between September 5 and September 13, with two to four days required for each operation. The elimination of on-street parking will apply during operations. Signage will be posted. Those who do not follow parking restrictions will be ticketed for a parking infraction, towed to Del Crary Park municipal lot, 100 George St. N, and must report to pick up their vehicle prior to 9 a.m. to ensure they are not in receipt of a secondary parking infraction penalty notice.

Please note the scheduled dates may be subject to change depending on operational sequencing, weather, or other unforeseen issues.

The City of Peterborough is coordinating with the contractor to minimize impacts on events planned in the downtown.

Peterborough Utilities Group will be completing underground watermain rehabilitation at the above noted locations in 2024 with resurfacing of roads to follow in 2025.

In general, to facilitate this work;

  • Brock Street, Simcoe Street, King Street and Murray Street located between George Street and Water Street will experience short-term road closures with posted detours during the time when construction works are occurring. This is expected to cause impact for a duration of 1-2 days for milling and 1-2 days of paving operations.
  • George Street, Water Street, Sheridan Street, Brock Street, McDonnel Street and Parkhill Road West will be reduced to a single lane of traffic during operations, including the elimination of parking along the roadways during structure adjustments, milling and paving.
  • Milling and paving of George Street and Water Street is proposed to proceed during night operations.
  • Access for local traffic and businesses will be maintained during road closures, however, it is expected that local traffic may experience delays within the construction limits.

More concise and/or revised information as it relates to public impacts will be provided when issuing location specific construction notices for this project.
