Financial Analyst - Infrastructure Planning and Growth Management
Job Details
Provide strategic financial expertise and direction through finance related client services for a portfolio of divisions (client-group). Responsible for building strong relationships with senior leaders across the City and to be a trusted financial advisor regarding their business requirements. Provide consultive services and financial decision-making support, ensuring financial impacts are fully considered in making recommendations to Manager, Financial Analysis and senior levels of staff and council.
Duties include ensuring a high standard of financial planning, budget preparation, variance analysis, reporting, and analytical support is delivered consistently to the client-group through financial analysis, technical expertise, forecasting, business planning, program reviews, operating and capital budget development, variance analysis, contract negotiation, preparation of grant/subsidy applications and corresponding reporting; preparing by-laws and reports to Council and other Committees or Boards; acting as lead in funding relationships with other levels of government and outside agencies; implementing non-tax levy corporate financing tools such as development charges, sewer surcharge, debenture financing, alternate bank funding or leases; ensuring integrity of financial and statistical information in the City’s financial records and internal and external reporting.
Qualifications
Requires an individual who has a professional accounting designation, CPA; minimum of five (5) years financial experience in a multi-divisional organization including advanced experience in the areas of forecasting, financial analysis, business case development, financial performance indicators and management reporting, budget development; knowledge of municipal funding sources, procurement practices and Provincial/Municipal statutes and regulations would be an asset; requires technical proficiency in major financial and analytical software systems and MS Office Suite including MS Word, Excel, and PowerPoint; requires advanced interpersonal and communication (verbal, written, and presentation) skills to build effective relationships within the corporation and work both collaboratively with client divisions or independently on complex and diversified projects; must have successful facilitation and negotiation skills; must have highly developed analytical and conceptual skills to identify and resolve complex financial problems; requires the ability to interpret, analyze, and disseminate financial information; must have a service oriented approach to finance.
Salary
$109,261-$119,429 per year.
