Level III - Complex Investigations

Job Details

As a Municipal Law Enforcement Officer (MLEO) – Level III, you will take the lead in complex investigations that directly impact the health and safety of the community’s residential rental properties. This dynamic role requires in-depth knowledge and confident interpretation of municipal legislation including the Minimum Property Standards By-law, Property Maintenance By-law, Building Code Act (Section 15), Zoning By-law, and the Planning Act.

You’ll be responsible for:

  • Investigating complaints,
  • Issuing orders and penalties,
  • And leading prosecutions for non-compliance.

You’ll also take a lead role in enforcing property standards involving Ontario Building Code requirements, making decisions that uphold public safety and regulatory accountability.

Qualifications

Education, Certifications and Experience

  • Possess a two-year college diploma as a Civil Engineering Technician, Architectural Technician or Technologist, or an equivalent qualification in a recognized construction trade.
  • Combination of three years of previous and on-the-job experience in Ontario Provincial Offences Act Enforcements and Prosecution.
  • Hold certification with the Municipal Law Enforcement Officers Association of Ontario.
  • Hold or have the ability to obtain certification with the Ontario Association of Property Standards Officers.

Skills and Abilities

  • Demonstrate intermediate proficiency in work processing and municipal property database applications.
  • Exhibit strong interpersonal skills and the ability to communicate effectively both verbally and in writing.
  • Able to work independently while effectively managing conflicting deadlines, demands, and cyclical workloads.
  • Thrive in highly stressful environments.
  • Maintain personal decorum and skillfully de-escalate third-party hostility

Other Requirements

  • Capable of performing the physical, mental, and visual demands of the position, including regular crouching, kneeling, lifting/moving up to 40 lbs, extended periods of standing or sitting, traversing uneven or difficult terrain, climbing, and working on ladders.
  • Valid driver’s license and access to a vehicle to fulfill job duties.
  • Successful candidates will be required to provide a current criminal reference check with a vulnerable sector check.

Salary

$70,980 (start rate) to $76,749.40 (after 3 years) – CUPE 126 2025/2026 rates
