Budget - Building Services

Building Services Division administers the Ontario Building Code and various City by-laws. Services include the administration, education, and dispersal of information to the public regarding the Building Code Act, Zoning, Minimum Property Standards, Development Charges, Parks Levy, Signs and Fences. The Building Services division is fully funded by the revenue generated from permit fees. Any fees earned in excess of annual operating costs are retained in the Building Services reserve for use by the division in a future year.

Highlights

The Building Division issues between 800 and 1,200 Building Permits per year resulting in more than $200 million of Construction Activity per year.

The division staff also perform more than 1,200 Plans Examinations and 7,000 inspections per year. 2024 economic activity is projected to be $220 million and over 500 dwelling units. 2025 activity is estimated at $350 million and over 1,000 units.

The Where Your Tax Dollars Go feature shows how much a residential taxpayer pays per $100,000 of assessment. It starts at the City Department level then you can click on each department to view the cost for services within that department. For example:

  • Click on Municipal Operations and it goes to the service/division level, where you can see the typical residential taxpayer pays $85.41 per $100,000 of assessment, or 5.22% of the municipal tax dollar for that service
  • Click on Outside Organizations at the top level of the tool and it breaks it down to individual outside organizations that receive City funding, showing that the typical residential taxpayer pays $300.42 per $100,000 of assessment, or 18.36% of the municipal tax dollar for that service
