The City has two Integrity Commissioners, one to provide advice to Council members and the other to consider complaints/concerns. John Ewart, with Ewart O'Dwyer, provides advice to Council members. Guy Giorno (integritycommissioner@fasken.com; 416-865-5164) is the Integrity Commissioner who handles complaints/concerns.

The Mayor and Council make up the local government for the City of Peterborough. They represent the community and develop laws and policies that are implemented by the City's administration.
At the beginning of every City Council meeting, the chairperson says the following land acknowledgement statement then asks for 30 seconds of reflection on the principles in the statement:

Procedure for Disclosure
If a matter comes before Council, or a Board or Committee, that a member believes he or she has a pecuniary interest in, the member must:
- Complete and submit the Disclosure of Pecuniary Interest Form and provide it to the Clerk or Committee/Board Secretary before the meeting where the matter will be discussed or as soon as the conflict becomes evident.
- Orally declare the pecuniary interest at the beginning of the meeting during the “Disclosures of Pecuniary Interest” portion of the agenda.
- When the matter of pecuniary interest comes forward for consideration, refrain from participating in the discussion or voting on the matter. If the matter is being considered during a Closed Meeting, the member must leave the meeting room until discussion and voting on the matter are concluded.
- Refrain from attempting in any way, whether before, during or after the meeting, to influence the voting on any such matter.
Pursuant to Section 239 of the Municipal Act, 2001 (the “Act”), the Corporation of the City of Peterborough has appointed the Association of Municipalities of Ontario and Local Authority Services Ltd. as the Municipal Closed Meeting Investigator. They are authorized to conduct investigations upon receipt of a complaint in respect of meetings or parts of meetings that are closed to the public. The Investigator will determine compliance with the Act or the Municipal procedure by-law, and will report on the results of such investigations. The reports will be made available to the public.
Complaints Procedures
Members of the public, including corporations, may submit complaints to the Investigator relating to compliance with the Act or the Municipal Procedure By-law for meetings or part of meetings that are closed to the public. All complaints will be treated as confidential at all times. Complaints may be submitted using the online Complaint Form process or via written request.
The Complaint Form may be completed online, or can be obtained from the Clerk's office. All complaints must contain the following information:
1. Name of Municipality
2. Complainant's name, mailing address, telephone number and e-mail address
3. Date of Closed Meeting under consideration
4. Nature and Background of the particular occurrence
5. Any activities undertaken (if any) to resolve the concern
6. Any other relevant information
7. Original signature
Complaints must be submitted in a sealed envelope clearly identified as a Complaint under Section 239 of the Act, either by personal delivery to the Clerk’s Office at City Hall, or by first class mail addressed to: John Kennedy, City Clerk, City of Peterborough, 500 George Street North, Peterborough, ON K9H 3R9. The Clerk shall forward the complaint to Local Authority Services via first class mail. The Act provides that, when the investigation is completed, if the Investigator is of the opinion that the meeting was closed to the public contrary to the Act or the procedure by-law, such opinion shall be reported, with or without recommendations, to City Council. Council shall ensure that any such report is made available to the public.

City Council Portfolio Chairs are structured to align with the City’s organizational structure – to match up with City Departments – to facilitate sharing information between Council and the City’s administration.
Each municipal service, issues related to the municipality, and broader topics that affect the overall community are encompassed by one or more of the Council Portfolio Chair positions.
Each of the City’s six Council Portfolios is shared by two Council members who serve as Co-Chairs of the Portfolio.
City Council authorizes senior City Staff, the CAO and Commissioners, to disclose confidential information to Portfolio Chairs when it’s relevant to their respective Portfolios, as a way to better facilitate sharing information between Council and administration.
