Notice of Public Meeting - May 12, 2025
Take Notice that the City of Peterborough has received the following applications, and pursuant to Section 28 & 34 of the Planning Act, R.S.O., 1990, c.P.13, the City of Peterborough General Committee will hold a Public Meeting in the Council Chambers, City Hall at 6:00 p.m. on Monday, May 12, 2025.
Applications:
1. File: Z2502
Affected Lands: 112 Hospital Drive
Owner/Applicant: 1001063437 Ontario Inc.
Agent: Aditya Srinivas, EcoVue Consulting Services Inc.
The applicant proposes to rezone the subject property from R.1, 1m, 2m - Residential District to a modified SP.241 - Commercial District. The modified SP.241 district would facilitate the conversion of the existing dwelling to a clinic of approximately 211 square metres and two dwelling units. Site specific exceptions are requested to recognize the existing parking area.

The applicant proposes to rezone the subject property from D.1 - Development District to a site-specific Special District to facilitate the development of the property for veterinary office and office uses. Due to the proximity of residential uses, the veterinary office use will not permit boarding, kennel facilities or an outdoor dog run.

The applicant proposes to rezone the subject property from R SM 'Residential District Smith Township Zone District', to a modified Special District (SP.31) to permit an additional residential unit (ARU) on land serviced by a private well and septic system. The proposed site-specific regulations would recognize existing lot size, lot depth, rear yard setback, and side yard setback.

Applicant: City of Peterborough
The City is proposing the following:

To designate, by By-law, a new Community Improvement Project Area (CIPA) for a new Affordable Housing Community Improvement Plan(2025) to incentivize the creation of Affordable Housing; and

To repeal and replace the ‘2011 Affordable Housing Community Improvement Plan’ with a modernized ‘2025 Affordable Housing Community Improvement Plan’, entitled ‘2025 Affordable Housing Community Improvement Plan (AHCIP)’.
Under Section 28 of the Planning Act, municipalities can create Community Improvement Plans (CIP) to issue financial incentives, such as grants and/or loans, to promote desirable development. The City proposes(File O2502) to provide incentives for the creation of affordable housing by expanding the Affordable Housing Community Improvement Plan Area and revising the Municipal Incentive Program, replacing outdated programs and incorporating legislative changes related to Development Charge exemptions. The modernized plan is intended to provide broader access to financial incentives for affordable housing development including an amended Municipal Incentive Program that will provide up to $80,000.00 per unit to cover applicable municipal fees and/or eligible project costs. The amended plan will also describe the eligibility process for a 10-year property tax exemption for units dedicated to addressing the Council-approved housing needs and priorities.
